Details:

Other base types use small version of the base as the activity icon, so should
Fort and Airstrip.

Summary: Fort and Airstrip activity icons => Outpost and
Airstrip activity icons

Follow-up Comment #1:

We sort of decided that certain tilesets don't get per-extra activity icons as
part of their style (amplio, hex2t, isophex). If we stick with that, they
don't need fixing for this either (of course they need to display the
appropriate letters).
