Details:


If I 'G'o to an occupied enemy city, or to an empty enemy city, while an
alpine troop is fortified next to that city (making situation transparent at
command time), AND the "local client" --> "usage" --> "pop up attack question"
option is deselected,
the pop-up appears.

Related to (the fix of) bug #25336.

Follow-up Comment #1, bug #25596 (project freeciv):

Do you have a savegame where this can be reproduced? Note that the action
selection dialog will pop up if another "interesting" action (like "Recycle
Unit", see bug #25597) is enabled.

Your implied assumption is correct. I am offered to "recycle unit", so another
"interesting" ation is possible.

OTOH.. if a unit attacks a city, it will always be adjacent to it, the moment
before it attacks. So, I assume, this is a side effect of bug #25597 .

But there's more wrong with the pop ups, both caravans and attack. They appear
when they should't, and sometimes are missing. Eg a boat with caravans
entering a wonder city - no pop-ups.

I would appreciate if you would file bugs for action selection dialog issues
as you find them. Please attach a savegame where the bug can be reproduced.
The freeciv-client-rc-* for the Freeciv version you are using may also be
useful.

I weren't able to reproduce this. Is the client option "Pop up caravan and spy
actions" selected? Was the caravan selected? (You can move on in the focus
queue by pressing 'w') Was "Help Wonder" legal in the ruleset you used? If yes
to all: please file a new ticket for this issue.
