Details:
If I 'G'o to an occupied enemy city, or to an empty enemy city, while an
alpine troop is fortified next to that city (making situation transparent at
command time), AND the "local client" --> "usage" --> "pop up attack question"
option is deselected,
the pop-up appears.
Related to (the fix of) bug #25336.
